Hakodate
Hakodate Gourmet Circus. September 10th-11th.

Kameda Hachimangu Reitaisai. September 14th~16th
A large festival will be held at the Hachimangu Shinto shrine.
There will be plenty of food, fun & entertaiment.
I could not find any info in Japanese, however here is a map showing the location of the shrine
亀田八幡例大祭 ９月１４日〜１６日
イベント内容/函館の亀田八幡宮(通称：亀八)のお祭り。露店の出店数と種類は函館市内の神社のお祭りとしては最大規模。露店の出店期間は9月14～16日。17日は祭事(神事)のみ行われる。15日と16日は神輿(みこし)の神幸(渡御)も行われる。神輿行列の通るコースはこの記事の最後に掲載しているチラシ参照。

Furusato Hyaku Mochi Festival September 17th~19th.
Watch as locals carry a 200kg shrine through the streets of Iwamizawa. As you look on heaps of rice cakes!

ふるさと百餅まつり ９月１７日〜１９日
1983年(昭和58)、まちの活性化事業の一環として有志数名により発足、岩見沢特産品の米を使った祭りです。超特大臼(直径2.1m、重さ4t)に、200kgの杵をみんなが力を合せてつり上げ、一気に落として一臼で一俵をつきあげる餅つきが市内中心部で行われ、見物客に振る舞われます。

Abashiri
Abashiri Sangokusa Festival September 12th~13th.
Sango Kusa さんご草 is a kind of “glasswort” which grows in salty marshes. At this time they will turn bright red making the whole marshes look like a red coral sea.

The 24th Nemuro Pacific Saury Festival September 17th~18th
Pacific Saury or Sanma as it is known in Japanese, is a popular fish that begins it’s journey South first from Hokkaido. It is often said that Hokkaido Sanma is the best in the world. At this festival you’ll be able to eat it until your hearts content.

根室さんま祭り
さんま水揚げ日本一の根室で、「とろさんま」と呼ばれるほど脂ののったさんまが楽しめるお祭り。
会場では、さんまが無料提供され、１００メートル×２列の岸壁炉端コーナーですぐ焼いて食べることができます。また夜には、さんま漁船の集魚灯で会場全体が燈され、全国どこにもない雰囲気が作られます。イベント情報
